Found: Weird

Found this on one of my google image jaunts, the cover of an old issue of "Weird Tales."

Don't really care about the black lotus thing, but I'm simply dying to know more about "the queerest people ever spawned." The phrase certainly gives me some merrily depraved ideas - possibly because I'm one of the perviest people ever spawned.
