I'm pretty sure that says "don't climb on [this] please" and it's supposed to be a picture of some sort of fence with a handrail on top.

Its pretty much "don't sit on the rail" It looks like some of the signs I've seen on the overpasses in osaka. They make a lot more sense in context.
